INTRODUCTION
Most of the energy sector development projects are implemented with the financial support from the bilateral and multilateral development partners, such as the World Bank, Asian Development Bank, and others. This necessitates adherence to the international environmental and social safeguard standards required by these international organizations. Often projects suffer due to lack of through understanding of these requirements, leading to cost overruns and time delays during the implementation of the projects.
This course is designed to equip junior to mid-level officials in the energy sector in Pakistan with the necessary knowledge regarding the environmental and social compliance requirements, what needs to be considered at the project design levels, how to better monitor the compliance of these requirements, how to optimize these requirements in the context of local laws/regulations and the local cultural norms.
COURSE CONTENTS
Module 1A:
Ice breaking session: a facilitation session intended to help members of the group begin the process of learning together. This session will begin with an introduction of the instructor and participants. The instructor will also learn more about the desired learning outcomes of the group/individuals.
Module 2:
Introduction to Environmental and Social Compliance: This module will focus on introducing the environmental regulations and international standards and the Importance of environmental compliance in development projects. This will include an overview of the environmental and social standards that are defined by the international organizations.
Module 3:
Environmental Impact Assessment (EIA): Under this component, the trainees will learn about the definition, purpose, and objectives of EIA and the steps that are required for conducting an EIA.
Module 4:
Environmental Management Plan (EMP): This module will cover the components of an EMP, implementing mitigation measures to address environmental impacts, and monitoring and evaluation of EMP effectiveness.
Module 5:
Social Impact Assessment (SIA): This module covers Introduction to social Impact Assessment (SIA) process, techniques for effective stakeholder consultation and the importance of stakeholder engagement in development projects.
Module 6:
Social Safeguards and Resettlement Policies: This module will include understanding social safeguards in development projects, resettlement policies and their implementation, international best practices for social resettlement.
Module 7:
Gender and Social Inclusion Considerations: This module covers importance of gender and social inclusion in development projects and Strategies for mainstreaming gender and social inclusion in project design and implementation.
Module 8:
Compliance monitoring and reporting: This will cover topics such as establishing monitoring mechanisms for environmental and social compliance, role of government agencies in enforcement of regulations, addressing non-compliance issues effectively, importance of accurate reporting in compliance management and developing comprehensive reports for stakeholders and regulatory bodies
LEARNING OUTCOME
The course will help the participants understand the fundamentals of environmental and social compliance requirements and their importance in the context of energy sector projects in Pakistan.

Junior to mid-level energy sector practitioners involved in projects’ design and implementation.
