INTRODUCTION
This comprehensive training program is designed to equip the trainees with the necessary skills and knowledge to prepare and manage Project Concept Papers (PC-1) effectively. The course will take a deep dive into the intricacies involved in the preparation and approval of the PC-1s. The course will go beyond the typical requirements for the preparation and approval of PC-1 by developing a thorough understanding of the overall Project Concept Papers. The course content will not only be limited to the preparation and approval of the PC-Is, but also providing basic information on the requirements for and preparation of the PC-I, PC-II, PC-III, PC-IV, and PC-V.
COURSE CONTENTS
Module 1A:
Ice breaking session: a facilitation session intended to help members of the group begin the process of learning together. This session will begin with an introduction of the instructor and participants. The instructor will also learn more about the desired learning outcomes of the group/individuals.
Module 1B:
Introduction to the Public Sector Development Program: This session will introduce the overarching concepts involved in the planning and implementation of the Public Sector Development Program (PSDP). The module will help the trainees understand the linkages between the PSDP and the PC cycle and other processes such as the overall budget and release of funds etc.
Module 2:
Understanding the PC-1: This module will briefly introduce the trainees to the background requirements to the PC-1, why it is required, the significance of PC-I in government project cycle, understanding the roles and requirements for key stakeholders in PC-I process. This module will also briefly touch upon the legal and regulatory framework for project approval and compliance requirements.
Module 3:
The PC-1 cycle: This module with provide information on the complete PC-1 cycle, provide information on the roles of various approving forums, project timelines etc.
Module 4:
The beginning: This module with introduce the Techniques for identifying potential projects, developing a project concept and defining objectives, Project Identification and Formulation
Module 5(A):
Components of PC-1: This part of the training will focus on describing the key components of the PC-1 pertaining to Project Objective, Project Description, Project Location, Project Scope, Project Cost, Project Scheduling
Module 5(B)
Components of PC-1 (Continued): This is a continuation of the earlier module and will describe the remaining components of the PC-1 such as Financial Phasing, Physical Scheduling of Activities, Project Implementation Period.
Module 6:
Project Implementation Structure/Project Management Unit: This module will discuss the requirements for establishment and operation of the Project Management Unit, the project directorate, and the donor agencies requirements with respect to the PMUs.
Module 7:
Various types of documentation pertaining to projects life cycle: This module will briefly touch upon the various formats such as PC-II, PC-III, PC-IV, and PC-V, their requirements and significance in projects’ implementation, monitoring, and closure.
Module 8:
Requirements for foreign funded projects: This module will discuss the processing and requirements for foreign funded projects, in terms of projects’ financing, environmental and social requirements, and coordination with the Ministry of economic Affairs, Ministry of finance etc.

This course is designed to empower junior to mid-level government officials with the expertise needed
to prepare and present comprehensive PC-1 documents in accordance with regulatory requirements.
The practical approach, coupled with the trainer’s extensive experience, ensures that participants gain
valuable insights and skills for successful project planning and implementation.
